Here is the clear version: what the electronic Certificate of Conformity actually is, what changed on 5 July 2026, what the transitional arrangement means, and \u2014 the question most people are really asking \u2014 whether any of this affects the car sitting in your driveway.<\/p>\n\n\n\n<p>As the <a href=\"https:\/\/www.eurococ.eu\/en\/blog\/eurococ-coc-knowledge-since-2005\/\">trusted leader in European COC documentation since 2005<\/a>, EUROCOC has issued certificates for nearly 1 million vehicles across 40 European countries. Here is what this change means, without the fog.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The short answer<\/h2>\n\n\n\n<p>From 5 July 2026, Regulation (EU) 2018\/858 requires vehicle manufacturers to make the Certificate of Conformity available as\u00a0<strong>structured data in electronic format<\/strong>\u00a0\u2014 the eCOC. The detail sits in Implementing Regulations (EU) 2021\/133 and 2024\/1061.<\/p>\n\n\n\n<p>Two things people routinely get wrong:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>An eCOC is not a PDF.<\/strong>\u00a0It is structured XML data built for automated processing and cross-border exchange between authorities \u2014 not a document designed to be printed and handed to a customer.<\/li>\n\n\n\n<li><strong>It concerns newly manufactured vehicles.<\/strong>\u00a0The obligation applies as vehicles are produced. It does not retroactively digitise the millions of cars already on European roads.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What actually changed on 5 July 2026<\/h2>\n\n\n\n<p>The manufacturer must deliver the electronic Certificate of Conformity to the type-approval authority that granted the whole-vehicle type approval, without unnecessary delay and at no cost, once the vehicle has been produced. That data must then be accessible to the authorities that need it \u2014 type-approval, registration and market surveillance authorities across the Member States.<\/p>\n\n\n\n<p>The scope covers vehicle categories M, N and O \u2014 passenger cars, vans, buses, trucks and trailers. Certain cases, such as small series or particular special categories, may still work on paper under specific conditions.<\/p>\n\n\n\n<p>Technically, the data follows an XML structure known as the IVI file (Initial Vehicle Information), and is secured with electronic signatures or seals under the eIDAS framework so it stays verifiable across borders and over time.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The transitional arrangement nobody explained<\/h2>\n\n\n\n<p>This is the part missing from most coverage, and it matters.<\/p>\n\n\n\n<p>Not every Member State&#8217;s national infrastructure was ready for 5 July. At the 168th meeting of the European Commission&#8217;s Motor Vehicles Working Group on 6 May 2026, Member States agreed a transitional arrangement for exactly that situation: manufacturers may continue using paper Certificates of Conformity, or print-outs of the eCOC,\u00a0<strong>until 29 November 2026 at the latest<\/strong>.<\/p>\n\n\n\n<p>In practice, that means the paper certificate has not disappeared overnight. Through autumn 2026, both formats coexist depending on the country and the manufacturer.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Does this affect your vehicle?<\/h2>\n\n\n\n<p>For most people reading this, the honest answer is&nbsp;<strong>no<\/strong>.<\/p>\n\n\n\n<p>If you are importing a used car from another EU country, registering a vehicle bought abroad, or replacing a Certificate of Conformity that was lost \u2014 your vehicle was manufactured before this obligation applied. Nothing about your paperwork changes. You still need a Certificate of Conformity issued for your VIN, in the traditional way.<\/p>\n\n\n\n<p>The eCOC obligation is a data-exchange requirement between manufacturers and authorities for newly produced vehicles. For vehicles produced from now on, conformity data will increasingly travel digitally.<\/p>\n\n\n\n<p>But the European vehicle fleet is decades deep. Every imported used car, every lost certificate, every re-registration of a vehicle built before this transition still runs on the classic Certificate of Conformity \u2014 and will for many years.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Frequently asked questions<\/h2>\n\n\n\n<p><strong>When did the eCOC become mandatory?<\/strong>\u00a05 July 2026, under Regulation (EU) 2018\/858 \u2014 with a transitional arrangement allowing paper certificates or eCoC print-outs until 29 November 2026 at the latest.<\/p>\n\n\n\n<p><strong>Is an eCOC a PDF I can download?<\/strong>\u00a0No. It is structured XML data exchanged between manufacturers and authorities, not a consumer document.<\/p>\n\n\n\n<p><strong>I am importing a used car \u2014 do I need an eCOC?<\/strong>\u00a0No. You need a Certificate of Conformity issued for your VIN, exactly as before.<\/p>\n\n\n\n<p><strong>Does the eCOC replace the registration certificate?<\/strong>\u00a0No. The COC and eCOC both prove conformity with an approved type; the registration certificate is issued by the authority once the vehicle is registered.<\/p>\n\n\n\n<p><strong>Which vehicles are covered?<\/strong>&nbsp;Categories M, N and O \u2014 passenger cars, vans, buses, trucks and trailers \u2014 with some exceptions for small series and particular categories.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Still need a Certificate of Conformity?<\/h2>\n\n\n\n<p>The digital transition changes how manufacturers report new vehicles.
