eCOC: The Electronic Certificate of Conformity
Since 5 July 2026, manufacturers deliver conformity data for newly produced vehicles to European authorities electronically - the eCOC.

1 September 2025 - Infrastructure readiness
EU Member States' data networks must be ready to receive Certificates of Conformity in electronic format.

5 July 2026 - Manufacturer obligation
Manufacturers must make the Certificate of Conformity available electronically, as structured data, for applicable new vehicles.

5 July 2026 - Public access by VIN
Member States must enable public access to COC data by vehicle identification number (VIN).

29 November 2026 - End of transition
Paper certificates and eCoC print-outs remain acceptable until this date at the latest.

Every vehicle manufactured before the eCOC obligation still requires a classic Certificate of Conformity for cross-border registration. Your sourcing and registration workflow stays the same.

Vehicles re-entering the market with missing documentation still need a replacement COC issued for the VIN - exactly as before.
New-vehicle business:
For vehicles produced from 5 July 2026, conformity data increasingly flows to authorities electronically. Over time this should make first registrations faster - but it is handled between the manufacturer and the authority, with no action required from you.

When did the eCOC become mandatory?
On 5 July 2026, under Regulation (EU) 2018/858, with a transitional arrangement allowing paper certificates or eCOCprint-outs until 29 November 2026 at the latest.
Is the eCOC a PDF I can download?
No. It is structured XML data exchanged between manufacturers and authorities. It is not a consumer document.
I'm importing a used car — do I need an eCOC?
No. You need a classic Certificate of Conformity issued for your VIN, exactly as before. You can check availability by VIN in minutes.
Does the eCOC replace the registration certificate?
No. Conformity documents (COC/eCOC) prove the vehicle matches an approved type; the registration certificate is issued by the national authority once the vehicle is registered.
Which vehicle categories does the eCOC cover?
Categories M, N and O – passenger cars, vans, buses, trucks and trailers – with limited exceptions (e.g. small series).
Can EUROCOC still issue my Certificate of Conformity?
Yes. The eCoC changes how manufacturers report new vehicles to authorities. It does not change how owners of existing vehicles obtain official COC documents – EUROCOC issues them as before, for all major makes.
What is the IVI message?
The IVI (Initial Vehicle Information) message is the standard digital format in which eCOC data travels between manufacturers and European authorities. It carries the vehicle’s structured conformity data and is protected by a digital signature.
What is EUCARIS?
EUCARIS is the European car and driving licence information system – the exchange network national registration authorities use to share vehicle data across borders, including electronic COC data.
Can I still get a paper COC after the eCOC transition?
Yes. For 10 years after your vehicle’s date of manufacture, the manufacturer must issue a duplicate paper COC on request (Regulation (EU) 2018/858, Art. 36(3)), at a cost-capped fee. EUROCOC handles exactly this for 150+ brands.
